How to add the first and second value into one cell?

I want to put a title it as..

"UK & Mexico are #1 and #2"

Of couse total is calcuated field in matrix.

What I tried..

1. Create a table and filter by the calculcation Top 2.  Which will pull the UK and Mexico.

However I cannot join them into one cell like.. join(parameters....," & ")

2. Tried to seperate the column group but don't know how to get the top 2nd only but Top 1 is fine.

Any idea to achive it?
