Viewing Report from Drop Down Selections

In my report I inserted a Data Region - List. Inside the list, I have a profile of each person that is one page for each person. I would like to add a parameter (or filter ??? - not really sure what it is called) that allows me to have a drop down that I can select from. For example, I would like a drop down that list all the states. Once I select a state, all the reports for people that live in a particular state show up. Another example is a list of all the names that submitted the data would show up in a drop down list. I could select a particular user and all the reports that they submitted would show up.

Any thoughts on how I could accomplish this?
