How to remove/hide blank row based on Condition When Working with Groups

I know how to hide a row based on a condition but this is different.  If you notice the green row is the product group.  Between product groups, I need to have a blank line BUT if there are no more product groups and what follows it the Insurance Co. Group TOTAL (in Blue), then I don't want to have this blank line. How can I do this?

The same applies to the 2nd blank line.  I want to have a blank line between Insurance Co. Groups but not between the last Insurance Co. Group and the Total Line (in Grey) which as you can see is not in a group but rather is rather just a sum() calculation.
