Why are my Report Map Tiles are not loading. I think the bad tiles are cached.

Here is a sample of the report with all the map tiles missing.  The same report with different parameters works just fine.  I think the bad map tiles are cached or something.  I either need to know how to fix this or clear out the cached map tiles.
